operate in a very strong tidal current. The fast vessels they
operate are not the optimum vessels for environmental impact.

This operator runs whale watch trips to fund his activities in
licensed photo identification of dolphins. Only when dolphins
seem comfortable with his presence, he approaches closer and stays
longer than permitted by the guidelines in order to photograph
the animals.
